Details
feat(nuget-pack): replace project-url with docs-base-url input 
docs-base-url is optional (defaults to ''). When provided,
PackageProjectUrl is set to {docs-base-url}/v{version}/ so each
NuGet release links to its own pinned versioned docs page.
When omitted, PackageProjectUrl falls back to the value in the .csproj.
